Louis van Gaal says Manchester United plan to sell Victor Valdes because the goalkeeper refused to play for the reserves last season, Sky Sports reports. A gunman has killed four United States Marines after opening fire at two military facilities in Chattanooga, in the US state of Tennessee, officials said. The suspect was identified by the FBI as 24-year-old Mohammod Youssuf Abdulazeez, a naturalised American born in Kuwait who was also killed in the incident on Thursday. Two others, a soldier and a police officer, were wounded, an official said. The FBI said there was “no indication” that anyone else was involved in the shooting as law enforcement authorities investigated the motive for the attack. The Department of Homeland Security was stepping up security at certain federal facilities “out of an abundance of caution” and supporting the FBI investigation, DHS Secretary Jeh Johnson said in a statement. Buhari sacks agencies’ boards, NIMASA boss


President Muhammadu Buhari President Muhammadu Buhari on Thursday dissolved the governing boards of all federal parastatals, agencies and institutions. According to a statement by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, the dissolution took effect from Thursday. Adesina said until the boards are reconstituted, the Chief Executive Officers of the affected parastatals, agencies and institutions are to refer all matters requiring the attention of their boards to the President, through the Permanent Secretaries of their supervising ministries. ADVERTISEMENT He however said the dissolution did not affect Federal Executive Bodies listed in the 1999 Constitution but that the dissolution order covered administrative or technical committees and other similar organs established by the now dissolved boards. Buhari also terminated the appointment of Mr. Patrick Ziakede Akpobolokemi as the Director-General of the Nigerian Maritime Administration and Safety Agency. Adesina announced the sack in a statement made available to journalists. He however did not give reason for the termination of Akpobolokemi’s appointment, which he said took immediate effect. He said Akpobolokemi would hand over the management of NIMASA and all government property in his possession to the most senior officer in the agency, who would remain in charge until a new Director-General was appointed. The affected federal parastatals, agencies and institutions include the Securities and Exchange Commission being chaired by the former governor of Anambra State, Mr. Peter Obi; the Nigerian Railway Corporation, which has a former National Chairman of the Peoples Democratic Party, Dr. Bamanga Tukur, as its chairman; the Nigeria Communications Commission, chaired by Mr. Peter Igoh; the Nigeria Christian Pilgrims Commission, which is chaired by the Primate of the Church of Nigeria, Anglican Communion, Most Revd. Nicholas Okoh; and the Infrastructure Concessionary and Regulatory Commission, chaired by Senator Ken Nnamani. Others are the Economic and Financial Crimes Commission; the Independent Corrupt Practices and Other Related Offences Commission; Niger Delta Development Commission, National Universities Commission; Nigeria Customs Service; National Agency for Food and Drug Administration and Control; Nigeria Boundary Commission; the Nigerian Shippers’ Council; the National Youth Service Corps; Nigerian Television Authority; the Raw Materials Research and Development Council and National Lottery Regulation Commission and the National Educational Research and Development Council. The newly appointed National security Adviser (NSA), Maj.-Gen Babagana Monguno as his job cut out to him as it has been revealed by the Governor of Borno State, Kashim Shettima that a member of his family is being held captive by Boko Haram insurgents. President Buhari on Monday named Gen. Monguno and Maj-Gen Tukur Burutai as the NSA and the Chief of Army Staff (COAS). They are both indigenes of Borno state. Shettima, who described the appointment of the duo of Gen. Monguno and Gen. Buratai as “one of the happiest moments in his lifetime”, said: “The fight to overcome insurgents ‘is now or never’ because with the duo, Nigeria now has the best of chances to overcome the challenges of insurgency facing it since 2009.” His words: “Yesterday was the happiest moment of my life. President Muhammadu Buhari made a strong statement by his decision to appoint two highly competent sons of Borno to the offices of the National Security Adviser and the Chief of Army Staff. “I think his strategy was to get people with ancestral knowledge of the Borno terrain. Maj-Gen Tukur Buratai is even a direct victim of Boko Haram attacks. He lost family members when his residence was attacked earlier this year in Buratai, a town in Biu Local Government area. “Monguno (town) was destroyed and once occupied by Boko Haram and that is where the new NSA, retired Maj-Gen Babagana Monguno, hails from. In fact, a key family member of General Monguno is still being held captive by Boko Haram insurgents.

It’s not as if I don’t know my dad, my father is there of course, but he wasn’t really a part of my life and there’s really nothing to say about him. He didn’t make any impact in my life. My mum single-handedly raised me. Big ups to all the single mums out there!She continued .. When I was born, I guess, my father was not happy about my birth, so he wasn’t there for me. He chose not to be a part of my life; a single mother raised me. She trained me from kindergarten to University. My father was never there. Even though I have an amazing stepfather, I always wished I could have had him in my life. That created a vacuum in my childhood. But I’m grateful that I had my mum and she did all she could to make sure that I lacked nothing. On trying to reach out to him I did! Several times. Let me give you some instances. When I was younger, I met him and I told him I wanted a pair of shoes for Christmas and he told me, he was going to buy me three or four pairs. My excitement knew no bounds when he said that. Guess what? He never fulfilled that promise; I waited for those shoes for a very long time, but they never came. At a point I asked my mum, and she said, listen, if he wanted to do as he said, your shoes would have gotten here a long time ago, so better move on. At another time, while he was in London I asked him to take me with him. And he told me not to worry, that he would come for me. I waited and waited, and he never did. The two times he ever promised me something when I was growing up, he failed to fulfill them. That has never left my mind. While I was in school, I had a brother in my class and I never knew. We both didn’t know, until one day when a teacher told us and then showed us our records as proof. My dad is not such an amazing person in my life. I don’t have any good memories of him.

13 Year Old Warri Girl Narrates Her Traumatic Experience With Cousin


There was incredibly palpable anger at the Effurun Magistrate’s District Court 1 sitting in Uvwie Local Government Area, Delta State, when trial opened, penultimate Monday, in a case of sexual abuse and torture of 13 year old Junior Secondary School, JSS 2 student of Ekpan Basic Secondary School (names withheld). Read the painful story below: Mrs. Chibuzor Onyeji, the accused, who lives at Oghoyoma Onomokpome Street, Ekpan, was charged with assault and grievous injuries on the visibly traumatised girl, who is her cousin and had been living with her since 2010. Police are currently searching for Mrs. Onyeji's husband, Francis Onyeji who is currently at large, whose alleged sexual abuse of the girl resulted in his wife’s vicious knife attack. Apparently, all the lawyers and witnesses in the court were incredibly upset at the accused's counsel during his defense and even more angry when the accused knelt down and begged the girl to forgive her after pleading not guilty to the one-count charge of assault and causing grievous injuries. According to the victim, her cousin’s husband started abusing her sexually and pacifying her with cash over two years ago, whenever he was off duty. On one of these days, part of the N1,500 which he allegedly gave her, after sleeping with her the previous day, got missing in school during break period and she reported the matter to her class teacher. After a useless search of the money, her classmates, who felt wrongly accused, followed the complainant home after closing to express their anger to her guardian, Mrs. Onyeji. The young girl said in court: "My aunt asked where I got the money and l told her it was her husband who gave me after sleeping with me. She said it was a lie. " Warning: From here, things get really graphic and painful. Go on...... The young girl continued: "At about 9.30p.m she woke me up, heated a knife on the fire and started to use it on my body, saying she will kill me half-dead. She used pestle to hit my head several times and iron rod to hit my ankles. She wanted to pour boiled water on me, but she later said no, vowing to do that when I return from school the next day. She put the hot knife in my chest" The young victim also recounted another incident as follows: "This other old mark on my back was when she asked me to boil yam. She said the sizes were too big and took a piece from the boiling pot, unzipped my dress and placed it on my back." The Vice Principal at Ekpan Basic Secondary School, Mrs. Queenbetty Unogwa, said the school authority had sent for Mrs. Onyeji several times because of her ward’s incessant lateness and absenteeism. Mrs. Unogwa explains: "The pupil claimed it was due to prolonged engagement with house chores, which caused her to miss mathematics, agricultural science and two other papers during last term examinations. Mrs Onyeji refused honouring the invitations." One day when the accused brought the girl to school with the intention of disgracing her publicly after inflicting the knife injuries on her the night before, the school authority cashed on the rare opportunity to get to the bottom of all of the girl's whereabouts. The VP explains: "We saw the degree of burns and swellings on her head and we started asking the woman questions. But her behaviour was very unruly, prompting us to call the police. The girl is a very intelligent girl despite the situation she found herself. She is among the best in her class; l believe that she would do far better given a conducive environment." The school immediately had to put her in care of the school’s Guidance Counsellor, Mrs. Rita Obuh, who took custody because the police said they could not keep her at the station. Before adjourning the matter to July 21, trial magistrate, Mrs. Blesing Ideh, granted the accused bail as a nursing mother of a three-month old baby in the sum of N500,000 with a surety in like sum, which must include a confirmed landed property within the Magisterial District, while the accused must be present in court at every sitting. Also, a joint prayer by the Child Welfare/Development Officer from Delta State Ministry of Women Affairs and Social Welfare, Lopgun Solomon, and Mr. Omorere of the Nigerian Child Welfare Fund, that the court grant them custody of the girl was granted, despite the appeal of Pius Nworie, biological father of the abused teenager, to take his daughter home. The girl is presently in an undisclosed orphanage, where she is recovering from the physical injuries after undergoing medical examination and treatment. To think that it is this young girl's cousin who is also a mother to her own three month old baby that would do all of this! Incredibly sad indeed.

Intel delays chip making changes


Intel has delayed changes to its factories that would have made its chips faster and more powerful. It said it had hit problems upgrading its fabrication systems so they could manufacture components that were only 10nm (nanometres) in size. Instead, Intel said, it would seek to boost processor performance by different means. The news comes days after IBM said it had solved problems that would have stopped it using smaller components. Stop the clock The delay was revealed by Intel boss Brian Krzanich during a conference call with the press and financial analysts. "The lithography is continuing to get more difficult as you try and scale, and the number of multi-pattern steps you have to do is increasing," he said. On the current generation of chips emerging from Intel factories, the smallest parts are about 14 nm in size. Originally, Intel said these would be phased out in favour of the 10nm chips this year. Now, it said, 10nm chips may not appear before 2017. The delay will derail the two-step "tick tock" system it has been using for years to steadily improve processor power. This process alternates changes to the gross layout of a chip (tock) with refinements to fabrication of individual components (tick). Mr Krzanich did not elaborate on what would drive the improved number-crunching power of the 14nm chips it will be producing instead of the processors built around 10nm components. Intel's admission could be a signal that Moore's law - which defines the steady year-on-year improvement in processor power - could be coming to an end. When first formulated by Intel co-founder Gordon Moore 50 years ago, this suggested that chip power could double every 12 months. Often, this improvement comes about by shrinking the millions of transistors on a chip. Since then, the law's estimate of how long it would take to refine production systems to make it economic to produce faster chips has stretched. Now, improvements are expected approximately every 24 months. Last week, IBM announced that it had found ways to reliably produce chips that had 10nm components. However, it said, these techniques had so far only been shown to work in the laboratory and not in large-scale chip fabrication plants.

A Fifa official detained in a raid in Switzerland has been extradited to the US, Swiss authorities say. The unnamed man was one of seven football officials held on corruption charges in Switzerland on 27 May. He was taken to New York by a three-man police escort on Wednesday, the Swiss Justice Department says. The person was not named, but earlier reports said Cayman Islands official Jeffrey Webb had waived his right to fight the American extradition request. Mr Webb, 50, is the former president of the Central and North American football federation, Concacaf, and is a Fifa vice-president. He is accused of accepting bribes worth millions of dollars in connection with the sale of marketing rights. Candidates should be able to use technical tricks and techniques to ensure Google's services are prominent in results people get when they search. The job is aimed at helping Google get its services noticed on rival search engines such as Bing and Duck Duck Go. Competitive edge In the advert, Google says the post will involve driving "organic traffic" to improve the standing of web pages featuring its products and services. Candidates need a background in computer science or "equivalent practical experience". The ad also specifies that potential candidates should be familiar with the intricacies of the ways websites work and how they can be improved so users find them useful, link to them and recommend them. Optimising web pages so they appear prominently in search results involves changing the content of pages and their hidden elements to ensure they are correctly indexed by the software companies use to sample and summarise them. Google declined to talk about the job advert, saying it did not comment on its recruiting processes. Whoever gets the job will be tasked with helping Google ensure its services are prominently displayed on rivals' sites as well as its own. Yousaf Sekander, SEO head at digital marketing firm Rocket Mill who spotted the ad, said it showed how Google's priorities were changing. "Google is keen to aggressively push into the cloud computing market that Amazon is finding success in," he said, as the ad specifically mentions such services in its description. "Clearly, Google wants to be more visible in the search results both for itself and other popular search engines in this lucrative sector," said Mr Sekander. Globally, Google still dominates in search - but in some regions, it is facing increasing competition from other companies. In North America, according to net analysis firm ComScore, Google has a 67% share, followed by Microsoft's Bing at 20% and Yahoo at 13%. In Europe and China, Google's market share is above 90%. Some smaller search engines, such as Duck Duck Go, are proving increasingly popular because they collect less data about visitors, or pledge to protect privacy.

US airline United has rewarded two hackers who spotted security holes in its website with a million free flight miles each. The flight provider operates a "bug bounty" scheme that rewards hackers for privately disclosing security flaws rather than sharing them online. It has given the maximum reward of a million flight miles, worth dozens of trips, to two people. One security expert said the scheme was a big step forward for online security. "Schemes like this reward hackers for finding and disclosing problems in the right way. That makes the internet safer for all of us," said security consultant Dr Jessica Barker. "Bug bounties are common in tech companies as they tend to understand online security a bit more, but other industries are catching up," said Dr Barker. Cash incentives The idea of responsible disclosure, reporting issues and giving companies time to fix them, is not new. Big technology companies such as Yahoo, Google and Facebook offer hackers cash incentives to report bugs privately. In return for receiving their flight rewards, hackers are forbidden from revealing the nature of the security holes they discovered. "We believe that this program will further bolster our security and allow us to continue to provide excellent service," United said on its website. The company declined to comment further. A million award miles could pay for dozens of internal flights in the US "It's not always about hackers digging around looking for flaws. A hacker may be using a service and notice something a bit off," said Dr Barker. "We all benefit if they look into that," she added. Some critics of bug bounties say they can discourage companies from hiring professional security staff, because it's cheaper to offer hackers cash for disclosing bugs. Dr Barker disagrees: "It should be part of an overall approach to security, but it's definitely a good approach. "It encourages positive behaviour and shows young hackers that they can benefit from doing the right thing. "Bounties can also benefit smaller companies who can't afford to give out cash rewards but can offer free products or services, so I hope we'll see more and more bug bounties," she said.

Greece debt crisis: Eurozone backs €7bn bridging loan


The loan is expected to be confirmed on Friday by all EU member states. In another development, the European Central Bank agreed to increase emergency funding to Greece for the first time since it was frozen in June. The decisions were made after Greek MPs passed tough reforms as part of a eurozone bailout deal. It means Greek banks, which have been closed for nearly three weeks, could reopen in the next few days. Greek media reports say banks are preparing to reopen on Monday, although credit controls will remain in place. Eurozone leaders agreed on the bailout in principle in Brussels on Monday, on the condition that the Greek parliament passed reforms on taxation increases and pension curbs by Wednesday. The €7bn bridge loan was agreed in a conference call on Thursday to tap the EU's EFSM emergency fund. At a news conference on Thursday, ECB President Mario Draghi said emergency funding - ELA - to Greek banks was being raised by €900m over one week. "Things have changed now," he said. "We had a series of news with the approval of the bridge financing package, with the votes, various votes in various parliaments, which have now restored the conditions for a raise in ELA." Analysis by Chris Morris, BBC Europe correspondent The European institutions are now picking up the pace to make sure this rather chaotic show stays on the road. There's more emergency funding for Greek banks from the ECB. And there's progress towards agreement on a €7bn bridging loan to get the Greek state through the next few days. Greece needs to repay €4.2bn to the ECB on Monday, as well as making up all its missed payments to the IMF. In other words it needs to spend the €7bn almost as soon as it gets it. There are still one or two flies in the ointment. Officials have been working on ways to ensure that non-eurozone countries are protected from any "negative financial consequences" of the bridging loan, because the EFSM fund which is being tapped to help Greece involves all EU member states. Britain and others aren't happy - especially because David Cameron thought he'd received a cast iron promise (he mentioned it in his election manifesto) that the EFSM would never again be used for eurozone rescues. But some creative financial engineering should ensure that the EFSM deal gets done. And then attention will turn to negotiations on the three-year bailout programme that Greece has applied for. Plenty of things can still go wrong. Greek Prime Minister Alexis Tsipras won the parliamentary vote in the early hours of Thursday by 229 votes to 64, but needed the support of opposition MPs to do so. His left-wing Syriza-led government is expected to survive, despite losing its majority after 38 Syriza MPs rejected the reforms. It paves the way for eurozone finance ministers to open detailed talks on the bailout, worth up to €86bn, and on Thursday they said they agreed "in principle" to start negotiations. Finland's parliament on Thursday approved the bailout talks - one of a number of eurozone states which require a mandate from their own parliament for Greece to secure new funds. Germany's parliament is due to vote on the deal on Friday. Passionate opposition came from within Mr Tsipras's own Syriza party, with parliamentary speaker Zoe Constantopoulou calling the measures "social genocide". Speaker Zoe Constantopoulou was among the Syriza MPs who rebelled Former Finance Minister Yanis Varoufakis was another vocal opponent. In his address to parliament Mr Tsipras said: "I acknowledge the fiscal measures are harsh, that they won't benefit the Greek economy, but I'm forced to accept them."
